Stat. §168A.10 subd. 2 (amended 2024) and the DVS fee page both say 20 calendar days; the DVS 'Just the Facts' sheet (March 2025) still says 'within ten days of the date of sale', and §168.301 subd. 2 says the buyer's plate/registration-credit rights expire after 10 days unless the transfer is filed. Encoded as 20 days with a 10-day warning. Confirm with DVS (651-297-2126) which figure they enforce and whether the fact sheet is simply out of date.
  2. Personalized plates: MN Rules 7403.0900 says special plates are assigned to the buyer unless the seller elects to retain them and gets regular plates first. Confirm the current DVS procedure and fee for a seller keeping personalized plates at a private sale.
